Methodology (read this before trusting a single row)
This index grades every platform on two separate things: how strict its verification actually is (the Verification strictness column) and how strong the evidence behind that grade is (the Official Policy column). The two are not the same, and conflating them is the fastest way to overstate confidence in a row that is really an inference.
✅ Documented means the platform has published a written policy, or issues an official rejection response tied specifically to a VoIP-type number. Only WhatsApp, WhatsApp Business, and Google carry this label here. Google’s carries a footnote because its rejection message does not name VoIP explicitly; it is graded Documented on the combination of an official rejection and independent confirmation from VoIP providers.
⚠ Industry consensus means no VoIP-specific policy has been published.
